The issue is that the site's traffic is not consistent. Maybe you could argue it is predictable with peaks on Sundays, but I doubt many servers have plans designed for that.

So during a busy hour, time period, or day, the amount of traffic the site is paying is way more than it would get most other days.

I don't know what the issues are but the server is up. The host is up, the server is also up, it just can't respond because of something running and probably taking up all the resources. It doesn't matter what time or how many people are on the server, it still doesn't respond. If you check in the middle of the night, it will still be down. Something is happening to the software that is running on the server and it doesn't appear to recover until someone manually does something.
