I don't think anyone assumes this. Pederson has always reported to Khan and not Baalke. The issue is that someone will always win and someone will lose. The HC has to be on the field and the GM does nothing. Baalke is always whispering in Khan's ear why the coach is busy coaching.

It's just more empty words from Khan. How many times has he said he would do something if the results weren't there? He continues to lie year after year and fans are just done with it.
