I’m genuinely puzzled as to why she made such a declaration when it was so clear this was a terrorist attack. The ISIS flag attached to the antenna of the truck couldn’t have made it more obvious.

I assume she's either really dumb or was instructed to make the statement. The default response should always be, "We're still gathering evidence, and it would be premature to make any assumptions until all the facts are known."

When you get into the endzone, act like you've been there before.
