FSG and TDoss are confounding two different questions.
A child who is born in one of the 50 states is a citizen, unless one parent is a foreign diplomat or a member of a foreign military. Full stop. But also, The general rule "you can't deport a citizen" has an obvious exception. You can deport a citizen, if that citizen is a minor and both of his parents are being deported. Minors do not enjoy the full privileges of citizenship. That child can come back and enjoy the privileges of citizenship when they turn 18.
