100%. Unfortunately this will never happen but it damn sure should.

Most all gov programs are still written in cobol. While that language was state of the art in the 50', 60' 70's it is not now and those that can really be productive with it are hard to find. This adds a bit of a hurdle. It can be done, just a PITA. One concern I have is the SSI database being cleaned up. MANY government systems will use that a check for other payments not necessarily SSI ones. So even if someone that shows an age of over 100 may not be getting SSI money they very well may be getting payments from other programs. In fact it would be good cover to do that as audit of SSI payments would not catch those.
