Read what? Care to quote what was on the proposal? If so quote it from the source and paste it, this should really be easy, if it exists.  It is customary for those making a claim to defend it with sources. I'm not surprised you can't.

You immediately hand waved it away, as you do when your bull [BLEEP] becomes completely indefensible.
