There is a mythology in many of these countries that their reason to exist as independent countries is to help their Palestinian brothers liberate their land.  Some of them accept Israel's right to exist in some of the land formerly know as Palestine, but none of them are ready to accept moving additional Palestinians off of traditionally Palestinian land at this time, even after all the war.  The idea of it goes against too much of what they've believed about themselves and been fighting for all this time.

In Lebanon and Jordan they have Palestinian camps that have become permanent settlements over the 70 years but the government still tells them, "this is not your home, do not mix with us, be prepared to leave when we finally make the Israelis give you a permanent place to live."

There has been no map published I know of that shows a country named Palestine. There has for over 2500 years been a country call Israel. Just like the EU the Arab countries need to solve this issue. If the US has to then we will need a return on our investment. You do not know how they feel. Quit pretending you do.

Your history is way way off.

At the end of WWI, Turkey gave up their claim to the countries between modern Turkey and modern Saudi Arabia.  The areas now know as Lebanon and Syria appeared on maps as "the French Mandate of Syria" and the areas now known as Jordan, Palestine, and Israel appeared on maps as "the British Mandate of Palestine."

The Kingdom of Israel was conquered by the Assyrians in 720 BC. 
Most of the major prophets did not live there.  Most of them lived in a separate Kingdom called Judea.
Judea continued to be the name as the area was first dominated by the Babylonians, then the Selucids and Ptolemies, then the Romans.  
After Emperor Titus destroyed Jerusalem, he banished all Jews from the province of Judea and renamed the province Palaestina.  It kept that name for the next 1878 years.
The Arabs took over and brought in Islam as the dominant religion.  They also invited Jews back to the area but only as a second class minority.  Many Jews accepted this arrangement and many Christians also adapted peacefully to this second class status.  The name of the area remained Palaestina or as the Arabs transliterated it, Filasteena.
The name "Israel" would not appear on maps again until 1948.  That's a gap of 2,667 years.

As for your prescription, it would be nice if the Arabs would solve this problem for themselves.  They have little motivation to do so, though. The ones with the power to really move the pieces on the board are Egypt and the GCC, and they have no reason to put themselves out like that.  Israel isn't bombing them and isn't threatening to bomb them.

Which brings out another layer.  Our recent face to face negotiations with Hamas seem to be exposing that Israel has been trying to return to war.  Israel has de-facto aligned with the rich Arab countries, and their interests diverge sharply from those of poor Arab countries and those of Palestinians.
