I hate to say this, but set protocols to catch them. Once caught prosecute and if guilty life in prison with no parole or the ability of ANYONE to pardon them. If the breach costs the lives of people execute them.

They made their choice. A terrorist is a terrorist regardless of foreign or domestic designation. Terrorists are not always spies but spies are always terrorists if they're working against their own country. 

I wouldn't feel any sympathy for them if your scenario came to pass. Play stupid games....
