The rules are vague enough that the owner or league could put possibly them in the program.  I don't believe it even requires an arrest (the quote gave merely one example that was, which isn't all encompassing.)

 

Again, not a good situation to put themselves in.

Some random person making a claim would not get them put them in the program. If that were the case, people would be making false claims all the time against the players on teams they don't like just to increase the chance of them getting suspended.

 

Unless there is some credible evidence the NFLPA wouldn't allow it. A statement from some person,especially one who was admittedly under the influence, would not be considered credible evidence.
