I'm not sure what union you are talking about, but I have never heard of a union allowing people to be tested at the whim of the employer unless they are found to be under the influence, and even that suspicion would have to be corroborated with other management personnel.
Doesn't the NFL already have a random drug testing policy in place that was agreed upon by the NFLPA?  They don't need a reason, but if there's a report out there that he may have been indulging in a little wacky weed, you can rest assured his random drug test is probably going to be happening pretty quickly.
