That's being generous.  The scores really didn't say much at all.  He kept pointing out "If you don't count Newton!" which is confirmation bias.  I'd say at best the numbers don't suggest much.  Maybe a higher chance of success for a higher number -- but look at Gabbert vs Tannehill.  And of course that's ignoring that a lot of those players haven't had an opportunity to play in the NFL Because they're playing behind bigger starters.  Brock Osweiller?  Ryan Mallett?  Those two never really had much of a chance yet to do anything in the NFL.
