He's consistently a solid #2 receiver.  He drops the ball on occasion.  He has mediocre hands.  He's very consistent in terms of production.  

 

He rarely MAKES the big play.  He's only the receiving end of it.  Last year he only caught 2 balls thrown over 20 yards - and nobody disputes that he's no terror after the catch.  That's not a playmaker.

 

To make an analogy.  He's Matt Bonner or Kyle Korver in the NBA.  You run plays to get them open and they'll spot up and bury you.  They aren't stars, however, because they can't create their own shot.  Cecil Shorts is an NBA sharpshooter.
