He rarely MAKES the big play.  He's only the receiving end of it.  Last year he only caught 2 balls thrown over 20 yards - and nobody disputes that he's no terror after the catch.  That's not a playmaker.

 

To make an analogy.  He's Matt Bonner or Kyle Korver in the NBA.  You run plays to get them open and they'll spot up and bury you.  They aren't stars, however, because they can't create their own shot.  Cecil Shorts is an NBA sharpshooter.

 

I wouldn't even say he's that good. He's been the beneficiary here of teams not taking anyone on the roster seriously for long stretches as well as being the only viable target much of the time.

 

I wouldn't say he's capable of burying anyone, just capable of contributing his fair share.

 

Thanks to the state of the roster aside from him he appears to be very good, but put him on a team like Denver of last year and he would have been the 4th or 5th option.
