He's a decent receiver. I don't think the majority of this fanbase views Cecil as a World Beater though. Blackmon fits that mold. He just doesn't have the character (so far) to fully develop and tap into that ability during a full season. With that said, he does have respectable speed, and if he were on a team like PIT, NE, or DEN, he'd probably make more plays. He did beat Joe Haden for a GW TD last year in CLE though. 1-on-1.
