If they want Mack or a QB it would make sense to trade with us who want Clowney, since Mack would or a QB would definitely be there at #3 and they would get the most value for someone they were planning to pick anyway.

 

I think it would take a 3rd round pick to move up. But for Clowney I would gladly make that trade....but that's just me.
 

I'm not sure how we'd be giving Clowney to a division rival in this scenario.  If Houston takes Mack as the OP indicates, we'd be trading up to #2 to get Clowney.  This isn't a trade scenario involving Houston.
