Thoughts on QB Blake Bortles?

The question is: Will Blake Bortles end up being the best QB in this upcoming draft? Or will it be someone else.
He has many of the tools, but unfortunately that doesn't always mean he will be successful in the NFL. What is his football IQ?? I've always believed that the smarter a QB is about football, the better chance he has at becoming a successful NFL QB. Just look at all the top QB's in the NFL right now. They all have a high football IQ. Of course you have to have some talent to go with it, but QB's with lower football IQ's end up being just another average or so QB. Just my opinion.
