Well, the way I see it, we are talking about a team that has won 11 games total over the past three years.

Caldwell has indicated his task is to improve the top 1/3 of the roster.

If we wound up with the above allocation of picks, assume generously we hit on half of them.

If somehow we came out of this draft with eight new starters (QB, C, RG, WR, DE, LB, FS, RCB) we should be improved.

Under the circumstances, I don't think 16 picks would be too much.
