It's entirely irrelevant to simply accuse a player of drug use without actually detecting one.
Yeah, it makes no sense to count it as a failed drug test if there wasn't a positive test. 

 

At the very least, I would think the league would ask for a re-test. 
Never argue with idiots. They drag you down to their level and beat you with experience.
