I doubt it, because Manziel has been linked to Cleveland since long before Farmer was hired as GM, and those rumors never stopped. That said, it's not unlike an NFL GM to trade down if his guy is gone.

 

I think Oakland or Minnesota would have been a more likely landing spot, or someone trading up to four.
