I believe that Cleveland would have taken Bortles.  When he came off the board, they looked to trade down because their target was drafted.

 

They passed on Manziel twice.

passed on him, then specifically traded up to get him. 

 

That tells me that they wanted Manziel, but figured he'd slide initiially and they'd be able to maximize their first round with a trade down/ adding picks.
