That statement doesnt support drafting a guy #3 overall in the draft, especially with how much talent existed in this draft.  The GM couldve traded down or drafted a different guy and than traded up to get Bortles at a more reasonable slot.

 

But the actions of the market show things to be different. I've read numerous reports about how Cleveland wanted Bortles and was going to take him once Jacksonville made the selection. If they didn't take him there, then he would not have been available.

 

What this all boils down to is that Jacksonville believes, whether correctly or incorrectly, that in five years Bortles will be a better player than anyone else that was available to them. He won't have as much immediate impact, but that immediate impact is sacrificed for long term production.
