No, that isn't the most likely outcome. Maybe the most stupid outcome, but not most likely one. 

 

McNabb and Rodgers sat initially and benefitted from it. McNabb was drafted 2 overall. 1 ahead of Blake.

But nothing would short circuit that buzz more quickly or effectively than putting in Bortles before he is ready.
