I think it's been shown that Goodell is empowered to act in pretty much any manner he sees fit. Look what he did to an owner's team in New Orleans.
 
I think he's trying to figure out what the appropriate punishment should be. There's no real template for this.

 
When did you become the moral compass of this message board? You seem to very judgy.

Goodell has no problem issuing fines and punishments on players that have not had their cases resolved, why is this situation any different?

Edit: The whole he's an owner and not a player thing is bogus. Management/owners in most corporations are held to a higher standard than most employees.
