Ad unlike Gabbert, Bortles is already a good QUARTERBACK and isn't just a good ATHLETE. So him "only" having impressive tools isn't a concern.

 

I'm going to mix up two different podcast here but it was interesting to note on either Mon or Tue's Jaguars Today, Dempsey had on either O'halloran (Mon) or Dirocco (tue) and they briefly discussed the difference in play calling when each quarterback is in. Dempsey asked the guest if he thought it looked like they were running some different plays with Bortles to which the guest replied it looked like a whole different playbook.

 

They alluded to much more rolling out/pocket movement type stuff when Bortles was in.
