My guess is the NFL would choose Chicago over Indianapolis if it came down to those two midwest cities.  Chicago would probably bring in many more visitors from out of town and it would be easier to sell from a TV marketing standpoint.   

 

The Combine is a different type of event.   It's much more along the lines of the Senior Bowl,  in that it brings in a large number of NFL front office people and coaches but isn't that big of a fan attendance type of event.
