This deal is different because Khan has the resources to do this, regardless.
.  It is that kind of vision and capability that will make him a tremendous asset to this city as a whole.  It makes Weaver's decision to sell to him seem almost brilliant.  Wayne didn't have the kind of resources to spark this kind of action in the city. 
 

A very key point. 

 

And yeah, Weaver deserves some kudos here too. He might have been able to jump at some of the other offers he received, but was honest when he claimed he was waiting for the right situation; one that had the best chance to keep the Jags where they are at, meaning right here in Jacksonville. Weaver is a good man.
