If he threw a td every 4 Quarters thats 16 TD's.

If he threw a td every 5 quarters thats  12 TD's minimum.

 

Split the difference and that is 14 TD's.  Keep in mind that most of his playing time have been with bum receivers.
 

Obviously I didn't have Bortles playing 16 games. If your comprehension actually worked, perhaps you would have understood my "math".
