In 99.5% of the country, they are. In towns that have 12 residents and 11 of them are police officers, like Waldo, Lawtey and Starke, it's not at all unheard of for an officer to lie through their teeth and say you were going five over when, in reality, you were going one or two under. Several towns out here in Colorado, particularly tourist-heavy ski towns, are known for having disproportionately large police forces and an unwritten rule than Colorado resident plates get five over, and out of state or rental plates get pulled over for any possible reason, real or made-up.
