I think reasonable people will assume if you're two miles over the limit your safe (you are in most places). Not Waldo and that's why people get pulled over in spite of the warnings. Personally I've never been pulled over there but I was ticketed about 5 years ago in Nassau county for doing 38 in a 35. Paid it too.
