He isn't a smart player because in his limited playing time he has messed up snap counts, blown snaps, and looks lost in protection against defensive tackles, especially on 3rd/4th downs (pressure situations).

He is the Blaine Gabbert of centers, he's got the tools but plays like he is 180 pounds and 5 feet tall. Maybe smart isn't the right adjective, how about he isn't savvy and has undeveloped strength for his size.

I thought he would have come in with improved strength after working out with LeCharles Bentley during the offseason.
