You get a receiver with his size and speed and proven big play ability (in college but still - he's only 2 years removed from college and is only 24) , and if you can get him on the cheap, I don't see why you wouldn't want to take a chance and let Sullivan work with him. 
He had 49 catches his entire career in college and he hasn't had near the YPC in his two years in the NFL as he had in college.

 

So basically, all you have to fall back on are his combine measurables because those are the only stats that haven't changed for the worse since joining the NFL.
