Ok, well using your equation, here are the numbers SportingChart gives for Hill and Shorts for their career:

Hill: 45 catches, 6 drops. 6 / 54 = 11.1%

Shorts: 123 catches, 18 drops. = 12.8%

 

Shorts is our what....#1 or #2 WR? Hill would only have to come in and be our #4 or #5 WR to make it worth the flier. You already said that Sullivan can teach "routes, timing, where to line up, soft spots in coverage", so if you're only concern is hands then you must want to cut Shorts too, right?
