Carr is starting out of necessity and anxiousness.  Too bad for him.  I believe Caldwell was right when he said they all needed "need a little bit of seasoning and to sit back and watch for a little bit."  Like his peers, I think he could have used more time.  There's too much "bad" with that franchise for him (or any QB, rookie or vet) to overcome alone.  He can play well and still not achieve much.
 

Looking back at Matthew Stafford's rookie season in which he played behind an Offensive Line with major issues and he suffered two injuries that sidelined him much of the season,   I believe strongly that Dave Caldwell and Gus Bradley are handling the situation with Blake Bortles the right way.
