This an extension of a militarized police force and a government that views you the citizen as possible enemy combatants (that's how you the citizen is described to justify all of this in the NDAA). The police department in Seattle has a mobile version of these cell towers (the stingray) under the 1033 program that is being used to distribute MRAP's, APC's ect......

That is very very interesting.  Thanks for posting that.  

 

The article doesn't say who owns the towers.  You seem to assume it's the US government.   So my question is, can you take me beyond the scope of the article and into who actually owns them?
