Hoyer or Manziel? It doesn't really matter. This team isn't going to be very good. Lucky for them they could have 2 picks in the Top 5 this year.

Derek Carr could do some good, but the Raiders are a mess with a coach that's on a very hot seat.
I could start with your rankings, and adjust it a little to arrive at mine. I see about four teams I would move up or down more than a few spots. Just off the top, I like the Bills to be a little higher than #31, the Colts to be below the Pats, and the Cowboys to be in the twenties.
