There is enough information about the player to make that statement. He would only have a chance to be quickly successful in the NFL if he went to a team that employed a similar offensive system as the one he plays in college, and right now, thats only a few teams, and only one of those, Philly, would possibly be needing a QB. 

 

And his flaws are known. His accuracy is a work in progress. He would be a project for any offense that was a pro style format.
