Caldwell and Bradley (who presumably were on the same page based upon all of their representations on how draft deliberations work) drafted Bortles!

 

Their careers are tied to the team's success, which is tied to QB play.

 

It is in their interest to play the best guy and ensure he succeeds.
Their careers here are tied to wins and loses and those are piling up at a fast embarrassing rate. You're 100% right it's in their best interest to play the best guy(s) but they're being slow to do that. Can't continue to lose and keep those good parking spaces.
