You can't justify Henne over Bortles as far as performance goes.  The only reason you can justify it is because of fear.  They're afraid of Bortles being weak in the face of adversity.  They're afraid of breaking him under bad circumstances.  If you're afraid to take the shot, then you shouldn't be the shooter.
 

It's just whatever the coaches are doing must be the 100% correct decision.  To each their own.

 

So when they do put Bortles in, well, that was clearly the PERFECT time... because that's when they did it.  So it must have been the perfect time.  Coaches are infallible.
