I'd say yes. Very rarely does a team luck into 2 franchise QBs back to back. Indy got lucky with Luck, GB got lucky with Rodgers.

Look at NE, NO, SD. They have a great qb now. When those guys retire, who's behind them? Those teams will drop off for awhile unless they strike gold on a backup to groom in the meantime. Which NE may have.
