Question - Kickoff Time -- who determines the schedule?

QUESTION
Who determines when the college games are going to be played? The reason I ask is because the Georgia vs Tennessee game is scheduled for noon. Given the popularity of the teams, wouldn't they benefit from a prime time kickoff OR at least a 3:30pm kickoff? Who determines the game will be at noon? It does not seem to be ideal for anyone but perhaps filling a necessary TV slot --- does the university respond to TV offers and does the visiting team have any say in the kickoff time? Thanks !!
