I don't think he meant they don't know the difference between cover 2 and 3, I think he meant they are getting their assignments confused in different situations.

 

There are literally dozens of possible formation and route combinations an offense can throw at you. On a particular route and formation, a DB may pick up a particular receiver in cover 2 but may release him in cover 3. If you change the formation, the opposite may be true.

 

I think it is more about distinguishing the assignments with all the looks they will see. Something they will have to study more to fully grasp in order to be on the same page with everyone else.
