Fisch said just last week that they're letting Bortles take a pencil to the game plans.  He's able to remove things that he's not comfortable with.  If he's scratching plays from the playbook, how is that the coaching that's the issue? 

 

Fisch also said that he's pushing Bortles to minimize that editing and to take on more.  So, again, is it his fault that the passes are going to check downs?  Is it coaching that has receivers running sloppy routes, or dropping passes when they do try to stretch the field?  It can't be coaching with the receivers according to TMD because Jerry Sullivan is something close to a deity.  So, the receivers clearly aren't doing anything wrong here if you believe his line of thinking. 

 

I think Bortles is doing exactly what he's comfortable doing right now, and as he develops, the playbook will expand.  This is what you get when you accelerate the timeline to get a player out on the field.
