Because Fisch is overreacting to Bortles INT's so far and now he's discouraging Blake from taking the deeper chances as much. Hence you get the exmples of WR running open deep and Bortles not seeing them, since he's looking short most of the time now like a game mgr. Thats what Fish wants. A game mgr.
