In fact passer ratings against the Browns is lower than passer ratings against the Dolphins (83.1 vs 86.3). I don't think Bortles will ever be a 'deer in headlights'. He throws INT's, but those are rookie mistakes (and have sometimes been on the WR) It's a growing process, but he never lets the INT's bother him.
