Yes he does.  it wouldn't matter if he was consistently challenging the deep third of the football field with accuracy, but right now he's not.  To make matters worse, opposing cornerbacks are so unconcerned with his accuracy that they are hopping underneath routes.  5 picks in the last two games and all of them were within 15 yards of the LOS. 

 

His motion is a little quirky.  he has a lot more leftwhich baseball windup than you would think and right now the ball is coming out of his hand funny.  Its been a problem since training camp, but it really showed up the last three games.  one of those he had three hundred plus passing yards because screens count.  even in that game when he was throwing the ball down the field the ball sometimes would nose dive or loft. 

 

I WANT Bortles to be the guy as much as anyone here.  It would make me the happiest person in the world.  I think he has shown that he has traits that you look for in THE GUY.  That being said, through five starts we have four in which the defense has stood on its head and held the opposition under 20 points and we haven't come close to cracking twenty without the aid of turnovers.  He's eliminated hennes three and outs and he's a good athlete but you can't fully be THE GUY until you are THE GUY and when you are talking about a total reconstruction of everything that makes him a QB then its cause for at least some concern. 

 

On a side note...  as far as decision making.  he had another pick six on a read option pass and the defender just didn't turn his head and he should have slid on the fumble.  when you ask a guy to throw with anticipation then the pick to shorts makes some sense because he was expecting the receiver to win the route, but the one late to the TE was HORRENDOUS.
