I'm not quite sure why it has to be one person who is to blame, but I understand why the OP is looking for a singular target.  It requires less thought.  He wants to call anyone who looks at the entire picture and recognizes all of the issues this team has faced over the past couple of season "excuse makers" because that's easier than actually recognizing the facts of why this team is where it is currently.  We must blame Bradley, or Caldwell, or Khan, or some position coach.  There has to be ONE person to blame because that's what simpletons need.

 

It couldn't possibly be the fact that the team is the youngest in the league, or that there are key injuries that are piling up that are starting to have an impact.  It couldn't be the fact that we're starting a rookie QB who is going through the expected growing pains of the average rookie QB, or that we've got an offensive line that has been completely overhauled and was still being tweaked a month into the season before we finally got the configuration we wanted, only to see that pulled apart by injuries. 

 

It couldn't possibly be the fact that the defense, which most expected to be a strength for this team, has seen injuries to some key players.  They still managed to improve overall, but I think the number of injuries, and the areas where those injuries have occurred is starting to play a factor, but we should just ignore that because clearly one person is to blame for this, right?

 

When you use the approach of building through the draft, you're going to have struggles early on as the young players adjust to the NFL.  We purged the roster in 2013, and we've used the draft to identify many starters over the past 2 seasons.  Free agency has been used sparingly, by design, in order to allow the young players they've identified as the foundation for the future to develop, knowing that this would bring about the expected struggles in the first couple of seasons as they gained experience and adapted to the pro game. 

 

Next year they've made it clear they will be active in free agency as they have now identified their core players, and they will continue to build through the draft.  Free agency will hopefully bring them impact players at key positions where the team has clear needs. 

 

This is a young team that has been completely gutted and is being built from the ground up.  I know for people like the OP, this is a concept they've struggled to understand since it began.  If/when the team turns the corner next year and becomes more competitive, and pushes to be a playoff contender, it will still not be good enough for this bunch, and they'll simply find new things to whine about because that's just what they do.  In the meantime, the one word they hate more than any continues to be the mantra: patience. 

 

There isn't one singular person who is to blame.  This is the process.  It will get better.
