then later regarding the 2014 draft:

So  - he's clearly outlined the 2013 and 2014 off seasons as focused on draft with "supplemental" free agency acquisitions - and he has now said that the coming offsesason would be the time to ramp up the FA activity.  

 

So - whether it's a 3 year plan or a 5 year plan or a plan with no defined period -  he clearly had a plan for the first three years.
