I wouldn't give even a small trophy out to anyone but the team superlatives. They have to mean something more. 
 

Your reasoning for giving a "participation paper" is the exact reason the football league in the OP is not giving away trophies. It's semantics what the award is (whether a piece of paper or a piece of plastic). The intention behind is the same.
