Who the best Quarterback in college football is subjective.

Being considered the best player in College Football doesn't necessarily mean you have the potential to have the greatest impact on the NFL level.    Very few people thought Gino Torretta and Ty Detmer would go on to have a major impact at the NFL level.

One other factor to consider.     Non skill players on Offense rarely win the Heisman Trophy.     The fact that Ndamukong Suh didn't win the Heisman Trophy in 2009 speaks volumes of the chances of a non Offensive skill player winning the award.
