The Heisman Is for the best college player, who often puts up the best performance in college.  It is voted on by a relatively small amount of media professionals, who have a staggeringly larger stake in the outcome than John Q Public or former winners.

The voters aren't supposed to take into account how well a certain player's skills will translate to the NFL, which is what talent scouts do.  What succeeds in college does not necessarily work in the NFL, which is why Tebow deserved a Heisman for his performance but not a job on an NFL team.

 

And yes, its outcome can be polluted by regional preferences, conference alliances, and personal prejudices.
